Correction plan filed

Fights broke out at facility

ALLEGHENY TWP — A juvenile detention facility in northern Butler County where staffers were injured during two fights among residents earlier this summer has submitted a plan to correct unspecified violations to state officials.

The Pennsylvania Department of Human Services, which oversees facilities like the Western PA Child Care, confirmed that it was reviewing a “plan of correction” submitted by the facility, but did not say when its review of the document would be complete.

A DHS spokesman said that a violation report was sent to the facility, which is run by Mid-Atlantic Youth Services, after an investigation into the two incidents was conducted on June 20.

The facility has filed a plan of correction with DHS, and the department is reviewing that document. After that review is complete, a licensing determination will be issued, and the violation report will become public.

The company declined to make the plan of correction public this week, citing the state’s ongoing review of the document.

The state’s investigation of the facility came after two incidents — one on May 18 and another on June 4 — that resulted in more than a dozen staffers being injured during large fights in the facility’s cafeteria.

One student-inmate, Quameere Fisher, 19, of Philadelphia, has been ordered to stand trial on felony charges of aggravated assault and rioting, and a misdemeanor charge of simple assault filed in connection with the May 18 incident.

There was also an incident on June 5 in which 10 juveniles broke out of their rooms in the early morning hours. State police responded to the facility and confiscated a metal shank from one juvenile.

The facility houses males between the ages of 16 and 21, and counsels those with drug, alcohol and criminal problems. The residents are placed there by juvenile courts across the state.
