Butler man jailed again

Mark Carter
Faces more drug charges

Just weeks after posting $100,000 bail to be released from the Butler County Prison on felony drug charges, a 29-year-old city man is back in jail.

Mark A. Carter is facing a new set of felony drug charges filed Friday morning. But this time, he’s jailed on $1 million bail.

According to the criminal affidavit filed by state police, Carter and two women from Philadelphia were arrested at the Comfort Inn and Suites in Butler Township Thursday night.

Inside a hotel room, investigators allegedly seized a large amount of heroin, crack cocaine and paraphernalia indicative of drug packaging.

The investigation, according to court records, began when a confidential police informant told investigators that Carter was expected at a particular room in the hotel to “distribute a large amount of crack cocaine and heroin.”

Around 9:15 p.m., Carter, in a 2016 Ford Taurus, pulled into the hotel’s parking lot and went into the targeted hotel room with 21-year-old Taneesha Upshur of Philadelphia, according to court records.

A few minutes later, Carter, Upshur and 20-year-old Janel Hunter, also of Philadelphia, left the room and walked to the Taurus where they were detained by investigators, according to court records.

Hunter at that point, dropped a purse and black bag outside of the vehicle, police reports allege.

The Butler City police dog, Gunner, was called to the parking lot where he alerted police to the two dropped bags, as well as the vehicle’s center console, according to court records.

After obtaining a search warrant, police went into the hotel room where they seized 84 grams of suspected cocaine, 40 grams of suspected heroin, a digital scale and glassine packets.

Police also reportedly found a “chunk” of suspected cocaine inside Hunter’s purse.

Upshur and Hunter both are charged with two counts of possession with intent to deliver, possession of a controlled substance and possession of paraphernalia. Upshur is jailed on $500,000 bail while Hunter is jailed on $250,000 bail.

Carter is charged with four counts of drug possession with intent to deliver, as well as misdemeanor charges of possession of a controlled substance and drug paraphernalia.

All three were arraigned by District Judge Sue Haggerty, who set Carter’s bail at $1 million.

Carter’s preliminary hearing is set for Thursday before District Judge William Fullerton.

Carter, who has a previous record, was most recently arrested June 28 when police allegedly found hundreds of bags of suspected heroin, a dozen bags of suspected crack cocaine and more than $7,600 during a raid at a home in the 300 block of East Brady Street.

In that case, Carter’s preliminary hearing is scheduled for Aug. 1 before District Judge William Fullerton.

An official at the Comfort Inn did not return a telephone message.
