Police file charges in 4 OD cases

Drugs keep medics busy

A spate of recent heroin overdoses in Butler has led to charges against some of the alleged users.

Rescuers had to drag one of the suspects out of a portable toilet at Memorial Park where he passed out after ingesting heroin Monday afternoon, Butler police said.

Two other suspects about three hours apart Friday had to be revived with the anti-opioid medication Narcan after taking heroin that authorities believe may be part of a potentially lethal batch of the drug that recently landed in Butler County.

City police this week charged Devin Lee Parker, 26, Brian J. Coughenour, 32, and Terry D. McClimans Jr., 30, all of Butler, with misdemeanor possession of drug paraphernalia.

McClimans also is charged with possession of a controlled substance and public drunkenness.

During a single 12-hour shift Friday, medical crews responded to five emergency calls for heroin overdoses, said Dennis Bacher, president of Butler Ambulance Service.

According to court documents, police were called about 2:45 p.m. to Parker’s home in the 200 block of American Avenue. Parker’s mother told police that she found him unconscious on the kitchen floor.

Police said the suspect was “barely breathing” when they got there. The ambulance crew administered Narcan to rouse him from his stupor. Officers found a syringe, cooking spoon and two empty stamp bags of heroin on a counter near Parker.

At 6:30 p.m., police got another call, this one at Coughenour’s apartment in the 500 block of Eau Claire Street. His girlfriend told police that she came home and found him “unconscious and not breathing” in the bathroom, court documents said.

Butler Ambulance Service and Butler Fire Department medics were already treating Coughenour when officers got there. Police said they found a syringe, cooking spoon and several empty bags of suspected heroin near him.

Rescuers used Narcan to revive the suspect, who admitted shooting three bags of heroin, police said.

Charges were not filed in another overdose Friday at a home on Federal Street in Butler because no drugs or contraband were found, police said.

In yet another overdose Friday, Butler Township police charged Jennifer R. Shoaf, 34, of Concord Township, who was found unresponsive about 6 p.m. in the women’s rest room at the Walmart at Butler Commons shopping plaza in Butler Township.

Police said they recovered bags of suspected heroin and a syringe near Shoaf. She is charged with possession of a controlled substance and drug paraphernalia.

County Detective Tim Fennell, who leads the Butler County Drug Task Force, said two overdose deaths and about a dozen near fatal overdoses last week could be linked to a superstrong batch of heroin.

The heroin may be laced with the potent painkiller fentanyl, unknown chemicals or other substances. The drug comes in light blue bags with no markings or names on them, Fennell said.

Butler County District Attorney Richard Goldinger said his office is working to identify the source of the suspected toxic batch.

Meanwhile, police do not believe McClimans’ overdose was connected to the bad batch of heroin making the rounds.

Paramedics got to Memorial Park in Butler about 4:50 p.m. Monday and found McClimans lying on the floor of the portable toilet. The crew pulled him out and he “awoke partially,” court documents said.

He admitted taking two bags of heroin, according to a police affidavit. Officers checked his wallet and found one empty bag and three bags that still had suspect heroin in them.

Police said the bags were all stamped with a black paw.
