Outside inmates may boost prison revenue past $2M

The Butler County Prison is projected to bring in more than $2 million in revenue for 2014.

The prison brought in $1.5 million through July 31 after being budgeted to earn nearly $1.9 million for the entire year, according to county controller records.

The $1.5 million amounts to 80 percent of the revenue budgeted for the year.

The revenue partially offsets the budgeted $10.6 million expense to operate the facility. Through July 31, the county spent $5.8 million on the prison.

Controller Ben Holland said at the county prison board meeting Tuesday that revenue, which mainly comes from housing inmates from other jails, could reach $2.5 million based on the numbers so far.

But Holland said there is no guarantee revenue would reach that point.

He said in an interview that revenue should at least exceed $2 million.

“I’m pretty certain we will,” Holland said.

As of Tuesday, there were 383 inmates in the prison. Of that total, 39 were state prisoners with another 47 being federal inmates.

The county charges the state a daily rate of $70 for inmate housing and $76 to the U.S. Marshal’s Office for federal inmates.

The fee assessed to other counties is $60.

The prison was housing Fayette County inmates earlier this year. However, Butler Warden Rick Shaffer said during the prison board meeting that has changed.

“We’re down to zero,” Shaffer said.

In April, there were 15 Fayette inmates in the Butler prison.

Shaffer said to compensate for that loss, the focus has been on adding more state and federal inmates.

He said 10 additional state inmates are being sent to Butler.

“That gives us an extra 700 bucks a day,” Shaffer said.
