Why can’t West Sunbury borough take care of its streets in the winter?

I live on the edge of West Sunbury borough, on State Street in Clay Township. For 19 years, the borough never plowed or treated its parts of State and Church streets in any way.

Clay Township plows and treats the streets to the borough line.

Why can’t the borough pay Clay Township to plow and treat State Street and Church Street? It’s only about 50 yards on both streets.

Because there are more people living on these streets, I feel there will be a bad accident soon.
