Whose idea was it to put bicycle frames on the sidewalk in front of just a few businesses?

They would have been unique if they had put a pair of them about eight feet apart and placed a conventional bike rack between them, so they would be functional.

Now, not only are they not functional, they look stupid. Is this a city decision or can anyone just put whatever they want on the sidewalks? Just wondering.
