Test requires photo ID

The college entrance exam (Scholastic Aptitude Test) now requires an online photo registration form and a separate photo identification for test admission.
While some of these students do not have their photo driver’s licenses at this age (permits do not have photos), they still are required to produce some type of government or official identification that includes a photo.
If teenagers are required to produce such identification for this important test, shouldn’t every adult be required to produce one official document to do another important act, which is voting?
